In current law a campground can charge a fee if it has a majority (five out of nine) of the following amenities:
Quote:
(i) Tent or trailer spaces.
(ii) Picnic tables.
(iii) Drinking water.
(iv) Access roads.
(v) The collection of the fee by an employee or agent of the Federal land management agency.
(vi) Reasonable visitor protection.
(vii) Refuse containers.
(viii) Toilet facilities.
(ix) Simple devices for containing a campfire.

These requirements were first put in place by the Land and Water Conservation Fund Act of 1965, and were carried forward into the current fee law unchanged.

It seems to me like this definition has worked pretty well. Does anyone have suggestions for changing or improving it?

I don't think the problem is with where the fees are charged, but how much is charged. In some places, campground fees are fairly equivalent to charges for a hotel room. Again, the problem seems to be that management of the campgrounds is outsourced to profit-driven concessionaires. Get them out, keep costs down, and focus more effort on educating the public about the necessity to keep campsites and other areas of our National Forests, Parks, Monuments, etc. clean.

I would remove the word, "majority," and replace it with what it means - for example, "five out of nine". This leaves no room for interpretation.
