One thing I have noted is that the campgrounds tend to not clean the showers frequently, if at all. Several I have gone to have had the same pieces of litter on the floor for several days, and obviously have not been swept, mopped, or the showers cleaned who knows how long. SP and NP operated campsites are no exception. I don’t know what they charge you for, but this seems to me to be a pretty basic ‘customer service’. Even the truck stops clean the showers after every person; while I don’t expect this necessarily, seems like a once-a-day cleaning is not unreasonable when you are being charged $15 to $25 a night for a maybe 20x20 foot piece of ground.
Also, on my last cross-country camping trip, I discovered that too many camp grounds do not understand the concept of dry firewood. At the campground in Rockford, IL, the wood was sopping wet, had obviously been left outside in the rain, and then left the shrink wrap around it so it had no chance of drying, in fact water was running out of the package when the girl handed it to me (I had already had enough trouble getting her to understand that I wanted 2 bundles and just gave up and dealt with it); the KOA in Buffalo, WY had slab wood that was green, wouldn’t hold a fire for anything that night but a 10 days or so later when I burned it at woodless Goosenecks SP, it did fine.

I had some friends who were campground hosts for Nation Parks and both gave it up this year as they were always being yelled at about how much toilet they put in the bathrooms, they were told to let it run out to save money, every penny they spent was criticized. One time I went and they had no envelopes to put the money in, and when I asked for one the host said she had been out for weeks.
Its a shame

Desertthorn, I presume you mean places out of toilet paper? Yeah, that would be a real whole 'nother complaint. But I just don't get the shower thing - one place in particular was a state campground that otherwise I love, in NY's Adirondacks, another was Yosemite NP. Any housekeeping issues, you wouldn't go back to a motel or hotel that didn't clean, why go to a campground that doesn't.

Obviously, the forest manager who was scrutinizing the budget did not do a very good job detailing his / her expectations up front. Just because someone is identified as a manager so not mean that they are actually capable of performing the tasks.  Excellent, happy volunteers are critical to the overall look and feel of the campground.
As for the marginal bathrooms, that was one of the reasons we have spent more of our times camping in the off season when possible. The caliber of camper seems to be a little better. They do a better job of picking up after themselves. In general though, i find campers to be pretty good.
One of the guys we used to camp with years ago was really great. He would pick up any stuff in the bathroom / wipe down the sink if he used it. It was always a pleasure to camp with him.

The national forest campgrond I frequent is always clean. They check it daily but until 2 years ago when it was taken over by private mgmt it was cleaned daily (swept,mopped, wiped down...) The state park I stay at most has fair bathrooms. My BIG complaint there is the tent camping area only has pit toilets. The mens has had a broken toilet seat going into the 3rd year now. I mean really a $10 seat and 15 minutes to install it. I complained to mgmt but doubt it will make a difference. I think they take all the money and spend it on the RV section. Really ticks me off. Just because I choose to camp in a tent and not pay extra for power and water hookups I have to tolerate such or walk a good ways or drive every time I need to "go"! Sad state when those with the $$$ get taken care of better. I could get an RV but CHOOSE otherwise.
